In the Webel recipe for pragmatic SE with SysML, a '0' used for the name of a Package/Model indicates a modelling zone dedicated to a formal systems engineering breakdown (functional analysis, blackbox, whitebox, logical vs design or implementation etc.)

The reason its sub-Packages (or sub-Models) are not at the top-level, but under '0', is that there may be other Packages or Models that are NOT part of the formal systems engineering strategy chosen, which play auxiliary roles in the wider SysML model.
